Senator Simms moved a reservation offering the United State’s friendly offices in the case of International aggression. This was rejected by 51 to 27. Senator Walsh’s motion deploring any aggression leading to a breach of the world peace, was rejected by 44 to 34. The Republican Leader’s amendment to Article Ten, denying the article’s obligations was adopted 5“ to 34.
