QUESTION OF DIRECT ACTION. ' (Received This Day at 11.20. a.m.) LONDON, March 9. The special Trades Union Congress meeting on the 11th March will be the most momentous in the history of the labour movement. It is called to decide the question whether and how, Government shall be compelled to adopt the nationalisation of mines. The agenda paper offers alternative means, firstly by general strikes, secondly by intensive political propaganda. Hence the Congress will have to decide io tween revolution and constitutional act. It is noteworthy that at recent byelections at Ashton, Wrekin and I’aislev the nationalisation candidates were defeated. The opinion is expressed that the Congress will he fairly evenly divided, hut a small majority will be against a strike, although it is certain the miners vote of seven hundred thousand will be given solidly for direct action.
