HOME RULE. (Received this day at 1.30 p.m.) LONDON, March 5. Sir Horace Plunkett in a speech at Dublin denounced the proposed joint Council as a monstrosity. The Home scheme is generally futile. He as a result of a recent persona] inquiry, he had ascertained that America wished Ireland to have as large a measure of autonomy as was consistent with the safety of the Empire and did not wish to see a republic. * Sir Edward Carson addressing the Unionist Council at Belfast raised the question of desirability of Ulster demanding the inclusion of Cavan, Mona-/ glum and Donegal, but invited a frank discussion on all points bofote coming j to a decision.
