TO OCCUPY CONSTANTINOPLE. (Received this day at 10.15 a.in.) LONDON, March 6. The “Daily -Express” understands that the Allies have decided on the naval and military occupation of -Constantinople. The Turkish Cabinet has resigned, . airing to the Entente’s note demandthe withdrawal of the Turkish Army beyond Ismida, 55 miles eastward of Constantinople. AMERICAN DISCUSSION. Many keen observers express themselves puzzled by the various parties to the Treaty figliV spending so much time on a discussion of fine points of phraseology of some reservations of the Treaty. It is pointed out that if Messrs Wilson and Lodge could agree to certain word changes by Mr Hitchcock’s bi-partisan to the reservation articles, they, would probably gain sufficient votes to assure its passage. It is felt that these changes would not have any influence on the League of Nations effectiveness, while dealing entirely by the discussion on words, is working the. greatest injury.
MR WILSON’S ADRIATIC NOTE (Received tliis day at 10.10 a.m.) WASHINGTON, March 7.
President Wilson’s last ’Adriatic note has been published. The President cannot consent to the withdrawal of the proposal of 9th December but accepts the abandonment of Fiume as a buffer state and creation of a free state limited to corpus separatum Fiume. The President wijl gladly accept a. mutual agreement with Italy and Jugo-S.lavia, but Albanian questions should not be included in the proposed joint Italy-Jngo-Slav discussions. The premiers of Britain and France cannot expect United States to approve of the exception of tlie Treaty of London, unless the terms are intrinsically just. Tile 'PresL dent cannot accept the implication that he is responsible for the failure to reach' a solution of. the Adriatic problem, FLAT REFUSAL. Mr Wilson in a letter to Mr Hitchcok, flatly refused to consider Mr Lodge’s reservations in Article 10.
