The “Times” in a loading article, says: “The Home Rule Bill exceeds I the strict demands of justice as regards the proposals in favour of Ulster. The Government is profoundly mistaken. It- has made the mistake in instituting a joint council with separ. ate Parliaments for the structure of an Irish Parliament. In this the Government has flouted the traditional ideal of tile Irish people, and it has done so for the sako of placating the .sleiisitiveness of the Ulsterites, who are left now without sufficient inducements fo co-operate with the Southerners. The success of the whole scheme, however may depend upon amendments being made by Parliament to the Bill, which even as it stands, is preferable to the policy of inaction.
