Senator France,' an irreconcilable Treaty opponent, introduced a resolution in favour of the immediate declaration of a state of peace between United States and Germany, the withdrawal of United States troops from foreign soil, an appropriation of three million sterling to cover the expenses of a world Contei eiice at Washington to discuss a new Peace League. The Senate gasped and passed on to other business.
