NEW YORK, February 29 jjppe and expectation are expressed i|i many Washington despatches that Viscount Grey, who is leaving the Am. eriean capital to-morrow preparatory to 'sailing for (England a few days later will return to tnis country as Ambassador, The Now York Tribune correspondent points out that, owing to the illness of, President Wilson, . iscount Grey has so far been an Ambassador in cold storage. He has been unable to perform any of the special duties .which called him here in anticipation of the ratification of the Peace Treaty and the practical inauguration of the League of Nations. Having no official status in consequence of the inability of President Wilson to receive him, bo has been prevented from making speeches or giving interviews. But privately e has shown many legislators and officials the British side of the picture-some-thinnr which has been rather sadiy lacking In the bitterness aroused over the Treaty. His next 'work will be, says the Tribune, to impress England with his ideas about America and to prepare the British public for thp possibility of America refusing to participate w the League of Nations. There are two contingencies in which this may <>tppen—the failure of the Senate to reach a! compromisb on the reservations and the refusal of the President to deposit the ratification of the treaty if the reservations finally agreed upon do not suit him. The Tribune observes that when peace is teetnically restored, whether it is restored by ratification of the Treaty or by some other means, Britain will again need in the United States iust what the Foreign Office conceived it wanted when it sent Viscount Grey over here. It hopes, . therefore, that the Foreign Office will send him back to Washington.
