ENEMY WAR CRIMINALS.

The latest Note of the Allies to Germany regarding the trial in Germany of those gained as war criminals in the Allied “Black List,” Note -has had a mixed reception in Germany. The Government circles are relieved. The Note releases them from a difficult position. The newspapers comment very variously. The Pan-German press is boastful. It regards the Note as a “climb down.” Some papers profess to see the
influence of Air Lloyd George, and some a rebuff of French policy. The Radical and Socialist newspapers are calmer. They discuss ways and means of making Germany’s tribunal effective. “\ 7orwnerts,” the Socialist paper, believes the tonp of file Allied Note js an indention that mure concessions pro possible in other directions, especially on the financial and economic terms. LONDON, Feh. 20. A semi-official German view says the new “Black List” rolls show the influence of rational consideration, but cannot be regarded as a victory for European reconciliation, because trance only yielded >vheji slip saw compliance was a physical impossibility. bunal i:c< ording to German law, as the Allies propose. “Vonvaerts” doubts if justice wijl be done by Prussian judges, who are satisfied with the spirit of Prussian militarism.
