[LONDON TIMES SERVICE —COPYRIGHT] (By Electric Telegraph—Co lyriglit.) 1 LONDON, Feb. 16. The development of the situation at the Supreme Council meeting seems to be shrouded in mystery. It was dominated at the close by the alliance between Mr Lloyd George and Premier Nitti, consisting apparently in an uu j del-standing that both would work for j the extension and intensification of the rulings with the Bolsheviks of Russia. Efforts were recently made by one or both to enlist the co-operation of M. Millerand. It is understood he resolute ] v declined the invitation. It is not positively known whether the Lloyd George-Nitti agreement extends any prospective territorial arrangements in the Adriatic, Asia Minor, or elsewhere,
but the close personal alliance is apparent to all participating in the Supreme Council. Regarding the control of the Straits, tire Supreme Council has now d'cUed that the Bosphorus, as well as the Dardanelles, shall be subjected to Allied surveillance. The “Times” in a leading article says Mr Wilson’s Note raises the question that the Allied democracies will not suffer the Supreme Council to settle without restraint. The British and Dominions’ people will not tolerate any policy which might reasonably tend to estrange the Americans from them. No Government taking a step causing an estrangement could survive its discovery many days. Its issue is of a supreme importance to the future of the League of Nations. It is a moral tha the harvest of war hangs upon the friendship of Europe and America. TO BE CLOSELY WATCHED. LONDON, Feb. 17. ft is understood that Holland is answering the second Note to surrender ,agrees to guard the ex-Kai-ser closely.
