The “Times” in a leading article says Mr Wilson’s Note raises the question that the Allied democracies will not suffer the Supreme Council to settle without restraint. The British and Dominions’ people will not tolerate any policy which might reasonably tend to estrange the Americans from them. No Government taking a step causing an estrangement could survive its discovery many days. Its issue is of a supreme importance to the future of the League of Nations. It is a moral tha the harvest of war hangs upon the friendship of Europe and America. TO BE CLOSELY WATCHED. LONDON, Feb. 17. ft is understood that Holland is answering the second Note to surrender ,agrees to guard the ex-Kai-ser closely.
