BERLIN, Feb. 14. The Cabinet has decided to consult the National Assembly before replying to the Allied demand for the War cri—^^ninals.

It is most significant in view of President Wilson’s return to active control of American affairs His Adriatic Note is substantially right. Tho Allies must exercise the most mature conciliatory wisdom in reply.
