MEETING OF LEAGUE. LONDON, February 12. The second meeting of the Council of the League of Nations was held at St James’s Palace to-day. Mr Balfour represented Great Britain, M. Bourgeois France, M. Hymans, Belgium, Signor Forraris Italy, and M. Matsui, *r Japan. Spain, Greece, and Brazil were also represented. Mr Balfour welcomed the delegates on behalf of the British Government. In the course of his speech, he said, he regretted that the United States was not represented. I On the motion of M. Bourgeoise, Mt* Balfour was elected chairman.
