LEAGUE OF NATIONS.

MEETING OF LEAGUE. LONDON, February 12. The second meeting of the Council of the League of Nations was held at St James’s Palace to-day. Mr Balfour represented Great Britain, M. Bourgeois France, M. Hymans, Belgium, Signor Forraris Italy, and M. Matsui, *r Japan. Spain, Greece, and Brazil were also represented. Mr Balfour welcomed the delegates on behalf of the British Government. In the course of his speech, he said, he regretted that the United States was not represented. I On the motion of M. Bourgeoise, Mt* Balfour was elected chairman. The Council then dealt privately with the agenda, which included the quesI tion of Switzerland’s entry into the J tLeagu'e, appointments Covering the ■ Commission for the Saar Basin, and the High Commissioner for Danzig, and the proposed list of names of international jurists to be invited to form a committee to prepare plans for a Court of International Justice, and the constitution of an International body for health problems. DIVIDED OPINION. NEW YORK, February 14. Press opinion in America is divided over the Canadian attitude in regard to the British Dominions votes in the assembly of the League of Nations. The “New York Tribune’’ and other papers support Canada. The other papers claim that the British Dominions are not entitled to anything that the United States, is unable to receive

The “New York World’s’; London correspondent interviewed Mr Balfour who said that if the United States were admitted to the League with the reservations, then other countries at the expiration of two years’ membership would also withdraw and demand readmittance with fpesh reservations.
SUPREME COUNCIL IN' SESSION (Received This Day at 8 a.m.) LONDON, Feb. 15.
