Railway administrator Hines refused to grant the wage increase demanded by two million railway workers, on the ground that the railway administration could not economically grant such increases, in view that the railroads would soon revert to private ownership. It is understood Hines referred the whole matter to Air Wilson .
JAPANESE DENIAL. (Received this day at 8 a.m.) WASHINGTON, Feb. 12. A despatch from Tokio denies reports that Japanese troops have been compelled to evacuate northern Korea. The despatch states only weak outlying posts have been taken by insurgents. Koreans and Japanese are maintaining firm control over important positions, especially along the Mukden railway.
