It is now stated that one of the reasons for Lord Birkenhead’s hurried visit'to Paris, was the British Government’s desire to alter the terms of the covering note accompanying the “Black List.” Despite semi-official explanation, regarding the actual lists, the “Daily News” asserts the British representatives, strove to amend the other lists, but failed. It is understood the matter is not yet concluded and negotia tions will proceed further. The British Cabinet will discuss the subject today.

The ultimatum admits a preliminary enquiry will be conducted in Germany before a mixed tribunal, and appeals be permitted. Germans think the Note opens the prospect of a week’s negotiations, thus deferring the crisis.
