REMARKABLE THEORY

LONDON, Feb. 6

A remarkable theory regarding the surrender of German war criminals is being widely discussed in British circles. According to this story the FrancoBelgians secured control of the lists on the ground that they and every ally was entitled to demand whoever they wished, and they then framed the list in such a manner as to make an. acceptance impossible, enabling them to demand the occupation of the Rhine, which was previously refused owing to American opposition. Prominent parties concerned in the Franco-Belgian claim say that national security requires a £pi hold on the Rhine territories.

The French press supports this attitude.

Gustav Herve writes “We do not intend to annex the Rhine territories,, but to permanently neutralise them. General Foch demanded this, but the Anglo-Americans refused it as being too rigorous. > We trusf that this time the Allies will not oppose.”

PRUSSIAN PARLIAMENT.

LONDON, Feb. 6.

The Prussian Parliament has postponed further legislation as a protest against the surrender. Members of Parliament are unanimous in opposing the surrenders with the exception of the Socialists and who declare that Germany must not be endangered for a feu- individuals.
