AMERICA’S NAVAL BUILDING NEW YORK, Feb. 7.

The Naval Secretary, Mr J. Daniels, has announced that lie will place before Congress within a fortnight new nava plans. He is contemplating the construction of sixteen super dreadnoughts find-ten battle cruisers, with an expenditure of 780 million dollars. He will also ask 'for construction appropriation of 200 million dollars for the fiscal year .beginning July Ist and for 5Q mllion dollars for increased pay to the naval personnel.

Tlie proclamation asserts that every effort made to secure needed constructive legislation has been strangled bv labours enemies, who spread a vigorous propaganda against the efforts of the toilers to better themselves and have endeavoured to enact legislation providing for compulsory labour. Efforts have been made to suppress free unions free speech and free press. Organised labour, owes allegiance to no political party.
