They ought to be deprived of liberty to assassinate princes, starve the middle-classes, and exploit the toiling millions.”
- PEACE WITH RUSSIA. LONDON, Jan 29. Seventeen leaders of the moderate ‘lection of the Labour- Party, including Messrs Clynes, Thoma, Brace. Bowerman have issued a manifesto advocating an immediate and complete peace with the Russian Government. r l I icy believe that as they represent moderate Labour, the appeal will have considerable weight.

An authoritative weekly summary says the Bolsheviks are widely distributing a proclamation amqpgst tlje troqps dividing thq whites into two categories; first, capitalists, their sons and officers; second, those like Cossacks who are anti-Bolshevik because they are ignorant. A proclamation urges the cessation of unnecessary killing of the latter, but re-emphasises it is necessary to exterminate the first.

A Lettish official report proclaims another victory, the Bolsheviks retreating oil the whole front. Letts have readied the Lett-Russian frontier in many placet. Harbin messages state the Bolsheviks offered the Czechs repatriation, on condition that they surrendered Koltchak, gold an‘4 military supplies. They threw Koltcliak to the lions, but still hold the golcl. A Polish division murdered its officers and then joined the Bosheviks.
