In the Imperial Diet, Count Uchida, in the course of a declaration of policy, reaffirmed in connection with the Shantung policy, Japan’s determination to restore the leased territory of Kaiochau to China, while the Shantung railway will be worked under a joint enterprise, according to the .agreement of 1918. Uchida pointed out that Japan was Toady to render China financial aid, provided assistance would not be used to comment conflict between north and south. He emphasised Japan’s earnest desire to see reconciliation between north and south.
