English newspapers are puzzled at j the latest developments in the Russian situation. Some surmise that the sudden change in the Government schemes is perhaps because Hon W. Churchill favoured a vigorous campaign against the Bolsheviks,, but was over-ruled at the last moment by Hon Lloyd George. An official communication on Thursday regarding Europe certainly did not prepare the public for present climbing down by the Allies. There is much doubt whether it will be possible to trade with Russia with Lenin and Trotsky intercepting goods. i
