A letter from XI. Ctemeneeau was handed to Herr Leisr.er after the e--r change of the ratification records, glVr ing an assurance of the relative safeguarding of economic interests vital to Germany. In connection with the Seapa Flow reparations, it states the Allied associated experts think the information upon which they founded their demands for four hundred thousand tons of dock material is erroneous, as regards eighty thousand tons floating in the doolcs at Hamburg. If this was found to be so they would reduce the demands to three hundred thousands or even to a minimum of 275 thousand, if fully convinced of the necessity for reduktio-n. The Sen pa Flow sinkings •ire not considered to constitute a war crime for which individuals will be designated for punishment in accordance with the Peace Treaty. Germany must immediately hand over 192,000 tons. A time limit is given for the balance, not exceeding thirty month's.
