WELLINGTON, Jan. 3.

At the N.Z. Educational Institute Conference, the following resolution was moved: “That no system of grading and payment of teachers will bo ac ceptable unless based upqn e.lfieiepcy atul sqrvicp alpnp.”. Several speakers contended that efficiency alone should count, hut ultimately a sub-committee was set up to consider and report on all remits dealing with this subject.

The vexed question of special recognition of tlier services of teachers in hack-blocks schools was discussed. The subject was introduced by Mr J. L Wilson, who moved: “That when a new schedule of salaries is being framed, the Department he asked to make extra grants to teachers in out-of-the-way places.” One speaker pointed out that teachers .roing to Samoa were granted a, special allowance, and he urged that teachers in the back-blocks schools should also receive some recognition of their special services, in addition to what small recognition had now been given.
