At tlu’ annual meeting of the Westland County Council held yesterday the usual course of changing the chairman was observed, and Mr Bruce took the place of Mr Duff. The latter lias had a busy round of office and veil deserved the cordial expressions of thanks from his fellow members. The County Council is our most important body, and a* such its executive officer carries considerable responsibility. Mr Duff has filled the position well, and left his mark and record to speak for itself. He lias initiated a loan policy which will have the effect of giving the localities which care to take up the projects greater faclities in regard to transport. The terms are easy for the settlers. If they slioiv a disposition to help them-

selves, the Council is willing to do its part by way of practical assistance. Mr Duff during bis term of office lias drawn attention to the potentialities of the southern district, and outlined a pro-

gramme of w’orks which accomplished will be for the lasting benefit of the district. Recently Mr Duff advocated the utilisation of machinery for carrying on road works and this proposal promises to bo adopted in the coming year, Under Mr Duff’s guidance the Council has been progressive during his term of office.
