Litvinoff ,the Bolshevik former representative in London has, on behalf of the Bolsheviks, been discussing peace with the Baltic States at Dorpat, near Copenhagen. • The Esthonians now officially state that M. Litvinoff has offered, as a guarantee of peace, that Russia will surrender the Bolshevik Fleet in the Gulf of Finland, and will establish a neutral \ zone between Bolshevik Russia and the border States.

The “Times” gives space to some sensational rumours which it states are agitating Russain stocks in London. The “Times” says an unconfirmed and roundabout message from Helsingfors declared ,an army of insurgent peasants sacked Tolburg and has surrounded Moscow. .

Another sensational message reports that the Japanese Government have had secret negotiations with the Soviets. This report the Japanese Ambassadors emphatically deny. • Petrograd is alleged to be precariously maintaining life by burning wooden houses, doors add wood blocks from the streets.

It is also stated that peasant armies in the Astrakahan and Kaluge region ar e trying to break through to join Deniken.

KOLTCHAK’S RETREAT. LONDON, November 22

Mr Wilton, the press correspondent, reports from Ttiga that Admiral Koltcliak has arrived with his staff at Tataishoe which is a hundred miles east of Omsk. His army is reported to be retiring in good order.
