i • t ßy Electric Telegraph— Copyright.; I TREATY UPSET. 1 i WASHINGTON, November 21. ’ The latest development in regard to the Senate’s amendjnenjts to the Peace Treaty is the action of the Ministry in ’ handing a German liner to England on ’ the ground that America had no title ‘ to it. 'The facts are that so far, the Federal Ministry has handed over the * former German liner “Imperator” to ' the British Shipping Ministry. ' It is stated that other vessels, it is ’ believed will follow the Imperator, on I the ground that owing to the Senate’s non-ratification of the Treaty, a proper American title to the vessels does not exist. After the Senate’s adjournment, thus elndhig the present session, Senator Hitchcock, the Democrat leader, declared that he believed that President Wilson would resubmit the Treaty at the next session of . Congress. Senator Lodge has declared that the Democrats have killed the Treaty. It is understood that Senator Lodge plans to press for the adoption, a concurrent resoluion ip the House and Senate, declai-ing that a state of peace exists, at the opening of the new Congress on December 4th next. Tlie Republicans have expressed confidence in their ability to put such a {resolution through, despite the fact that yM-ra’ly a similar motion was tabled in the Senate before the adjsummon. Evidently Congress is moving in the Republicans faypur. TREATY DISCUSSION. (Received this day at 8 a.m.) WASHINGTON, Nov. 22. Mr Hitchcock, in a statement, said that there was a possibility that a compromise would be reached before resubmission of the Treaty to the Senate ip Dgcpmbei;.
