FRENCH ELECTIONS. (Received this day, at 9.30 a.m.) LONDON, Nov. 19.
French election returns are still incomplete. They confirm the earlier impression that the Socialists, especially the extremists, will be heavily defeated and that there has been a triumph' for M. Clemenceau. The Extreme Con- j servatives return is diminished in members, but the Moderate Conservatives' aro considerably stronger. The national block which is solidly for Clem-' criceau has secured half of the completed returns. A remarkable feature* of the elections is the number of new members who comprise more than half; the Chamber.
