THE PLEBISCITES. LONDON, November 15,

The Allied Supreme Council has notified Germany that it reserves the right to consider the Upper Silesian plebiscite null and void.

A few British troops will shortly be sent to Schleswig to ensux-e the plebiscite there being carried out without undue German interference, and in accordance with the Peace Treaty provisions.

It is announced that the Allied Supreme Council’s ultimatum to send to Roumania demanding her signature of the Peace Treaty within six days was drafted but not sent.

It frankly enumerated Roumania’s shortcomings,. including as one that she delayed in entering the war, and that ; she abandoned the war while four hundred thousand of her troops were available under arms.

The ultimatum was not actually dispatched, but the announcement of its terms brought a communication from Roumania to the effect that th© latter was ready to sign the Treaty.

The Senate rejected the substitute proposed by Mr Hitchcock declaring Monroeism unaffected by anything the Treaty contained and adopted the Committee’s reservation unchanged. The Senate also rejected Hitchcock’s substitute for an alteraion of the reservation" continuing American control of domestic questions. The reservation allowing Congress to control mandates was adopted. Shantung reservation was carried by 53 to 52 and the reservation giving Congress authority to regulate American delegations to commissions, was also adopted.
