WASHINGTON, Nov. 13
Mr McKellar’s amendment, proposing to assist France for five years in maintaining French sovereignty in Al-sace-Lorraine was rejected by 46 to 31. The reservation making the recommfendations of the Council merely adffee and Congress free to accept or reject was lost by forty-four to thirtytwo .
The Senate rejected by 67 to 40, Mr Walsh’s proposal to amplify Article ten of the Treaty in order that othler nations shall not be under obligations to aid United States in preserving its territorial integrity. The proposal making Article Ten effective for only five years was rejected.

The press agrees that the adoption of the reservations regarding Article Ten destroys the Peace Treaty.
