BRITISH MISSION. HELSINGFORS, Nov. 3. The British Mission here states that if Finland is to help in the operations against the Russian Bolsheviks, she must have a loan of eighteen millions sterling from Britain. With Finnish help, says the Mission, Petrograd couldbe taken in three days. Even if Kronstadt were taken, they state the British naval force has not sufficient men to occupy it. It is believed that Yudenitch Jias enough men to enable him to occupy Krasnaya gorka, if it were taken. A quick decision in Britain, the mission says, is* necessary, as if Petrograd is not taken in three weeks, it will he impossible to advance again before next February.

FINNISH REFUSAL. LONDON, Nov. 4. Finland has refused to assist in an at tack on Petrograd.
