DISLOYALTY IN AFRICA. 3 LONDON,- October 16
The Nationalist conference at Bloemfontein adopted a modified clause in the party programme with reference to the British connection, laying down the ultimate destiny and aim of the people that th© Union must have full freedom and sovereign independence. Hertzog in moving an amendment, said he regarded the Union’ constitution as nothing better that a scrap of paper, which stated for the time being how the.people of South Africa wished to be governed, but as soon as it was the nation’s will that it should be altered, it would be for the Government and Parliament and the King to alter the scrap of paper accordingly.
SOUTH AFRICAN VIEWS. (Received this day at 8 a.m.) BLOEMFONTEIN, Oct. 16
In supporting the alteration in the constitution of the nationalist party, Mr Hertzog said that he regarded the Union constitution as a scrap of paper, one which stated how South Africa wished to be governed for the time being, hut when the will of the people changed, Government, Parliament, and the King could alter the scrap of paper. Parliament could resolve to thank Die King for his services and declare a Republic. What could the King do, if the Nationalists came into power and declared a Republic. The minority could rise in rebellion if they wished on their own responsibility*

Dr Addison speaking to the Association for the prevention of tuberculosis, said, that Ministers of Health and Pensions were arranging a thousand training colonies linked with sanatoria, enabling patients to earn their living in healthy surroundings. The scheme would entail an enormous cost, but millions were now being wasted because they lacked the courage to properly jg rasp the problem. A ieonsumptive must not be .treated as a leper.
BRITISH LOSSES. (Received This Day at 8 a.m.) LONDON, October 16
A White Paper states the enemy sank 2,379 British' merchantmen, totalling 7,759,000 tons; 2,099 by submarines, 259 by mines and four by aircraft.
14,287 lives were lost. 1,885 ships of a tonnage of 8,007,967 were molested but nob sunk. 675 fishing vessels of a tonnage of 71,765 were sunk, involving a loss of 534 lives. A Federal Devolution Committee has been appointed with Mr Speaker as Chairman and there are sixteen members of Commons including Brassey, Denman, Enmott, Harcourt, Inohcage, Sir Frederick Young. Special points are reserving to the Imperial Parliament consideration of imperial affairs, also matters affecting United Kingdom as a whole; second, allocation of financial power as between Imperial and subordinate legislatures ; third, special needs of component parts of United Kingdom wherein subordinate legislatures are established.
KEMEL PASIIA. LONDON, October 16. Since the accession of the new Turkish Cabinet, the danger of a conflict with the Nationalist troops there has decreased. The British policy of neutrality in political matters is proving successful. Constantinople is quiet, but the new ! Government, which is slightly Nation- ! alist, is clearly in touch with Mnstapha Kernel, and is conducting a propaganda to. prove that Kernels 'movement is neither anti-Entcnte nor anti-Chris-tian..
