WELLINGTON, This Day,

It is recommended the Philomel be fitted out for training 120 hoys and fifty stokers and provide with armament to teach, gunnery, as well as searchlight instruction. Wellington is recommended as tho most suitable port at which the Philomel should be stationed, while officers are employed in duties at the Navy office. Later is may be desirable to move the ship to Queen Charlotte or Pelorus Sound. While in Wellington the ship should be moored where the boys under training would be clear of tho city, yet would have opportunities for recreation. A good ground should be- obtained near tho ship, and a suitable place may be discovered in Evans Bay or at Petone.
