STATE LOTTERY. PARIS, Oct. 13
The Parliamentary Committee, on the French Budget, adopted M. Le Fevre’s proposal for a State lottery loan 'w ithout interest, totalling two thousand million francs, and redeemable in twenty years.
SOVIET CONSTERNATION. HELSINGFORS, Oct. 14.
Deniken’s victorious advance in Oril and Tula regions have caused consternation to the Soviet Army, whose best troops have been defeated. It is reported the Soviet Government has decided in the event of the loss of Tula, which is heavily fortified, to flee to Turkestan. They have already sent peace proposals to the Polish Government.
NORWAY’S DESIRES. CHRISTIANIA, Oct. 14. Ministerial speeches are interpreted as meaning Norway aspires to the possession of the Murmansk Coast.
FRENCH ACTION. (Received this dav at 9.20 a.m.) PARIS, 14. France is repatriating all foreign suspects, clearing the concentration camps by November 3rd and has begun to expel Germans, Austrians, Bulgarians and Turks.

It is understood, Dr Gilruth, lately Administrator of Northern Territory, Australia lias made an exhaustive investigation into the question of nodules in beef, and has evolved a plan by which the difficulties will be overcome, resulting in great benefit to Australian meat trade. Dr Gilruth submits a full report on the subject to Government on his return to Australia. It is believed the British Board of Trade may possibly be induced to undertake its own inspection of meat in Australia prior to shipment.

Delegates have arrived from Britain, France, Italy and Belgium, to attend the Atlanta City Conference, on the subject of international trade.
