MacGregor), which provides that where a banker pays a cheque I which has been fraudently altered, he shall not incur any liability, was ,ead a first time. WOMEN’S RIGHTS. Sir Francis Bell moved the second reading of the Women’s Parliamentary Rights Bill. Hon. MacGregor moved as an amendment, that the Bill be laid aside, on the grounds that its introduction in the other House was an infringement of the most important privileges of the •Council.

Mr Speaker refused to accept the amendment, as it traversed his ruling on the matter. The second reading was carried by 18 to 5, the latter including Hons. Tehuia Tuldno, Earnshaw, Harris, Mac Gibbon, and R. K. Simpson. In committee, the .BlH.was altered to make it apply simply to the House of Representatives. The third reading was set down for to-morrow. COMPANIES BILL. The Companies Amendment Bill, providing for protection of mortgages secured on uncalled capital, and making provision of tbc principal Act as to reserve capital not to apply to private companies, was read a second time, and weiit through committee unamended. Before the Council rose, Hon. MacGregor gave notice of liis intention to move that the ruling of Mr Speaker in refusing to accept'his amendment of the second reading of the Women’s Parliamentary Rights Bill be dissented from. The Council rose at 3.55. THE HOUSE. The House met yesterday at 2.30. p.m. BUDGET DEBATE. The Debate on the Budget was con tinued by Messrs Luke, Isitt, Harris Semple, Findlay, Wright, Ell, Field (Nelson), Hunter, Poole, Glover and Anstey.
