According to a despatch from Tokio, Reinseh Pad’s statement to the effect that Japanese restoration of Shantung would mean only the return of the shell, as Japan would gain worldwide, approbation if she returned to China everything, retaining only the privilege of entering Shantung on equal terms with the rest of the world. It is announced that a United States naval party landed at Trau.

The National Coal Association has issued a statement that the United Mine Workers of America threaten to strike on Ist They demand a thirty hours week and sixty per cent wage increase which would mean a billion dollars annual increase in the price of coal.
LEAGUE OF NATIONS. (Received This Day at 8 a.m.) WASHINGTON, September 27. It is understood Republicans are offering a mild compromise for the reservation of Article ten, reading United States does not assume obligations to preserve territorial integrity or interfere in controversies of other nations, whether or not members of the League or use military or naval forces for any purpose, unless authorised by Congress.
SHIPPING OUTPUT. NEW YORK, September 27. Petrol is unchanged. The Department of Commerce announces the output of American shipyards for the year ending August, amounts to 4,187,670 gross tons.

Representatives of Esthonia, Lettland, Lithuania and Ukraine submit a joint address to the Peace Conference insisting on the early recognition of their independence and urging that the withholding of the recognition creates uncertainty as to the future. OUT OF RUSSIA. (Received this day at 11.25 a.m.) LONDON, Sept. 28. Archangel telegrams state a thousand British troops and the general bead, quarters have embarked. The last of the British troops left on the 27th. BRITISH SOLDIERS WANTED. (Received This Dn\ at If) 15. r m.) LONDON, Sept. 28. The North Russia Government announces the intention to engage demobilised British service men in the hopes of forming an entirely British Brigade of infanty with machine-guns. One hundred officers have already applied to servo as aviators.
FRENCH TROOPS. PARIS, Sept. 28. In tile Chamber M. Piclion said all the French troops were withdrawn from Russia. Only twelve hundred remain in Serbia, ASSISTING FISHERMEN. (Received this day at 12.25 p.m) LONDON, Sept. 28. With the object of assisting fishermen and in recognition of their minesweeping services, Government is arranging monetary advances against a maximum of 600,000 barrels of cured herrings, which before the war were exported to Germany and Austria.
