VON DEE GOLTZ’S ADVICE. (Received this day at 9.20 a.m.) LONDON, August 28. The German Government, acting on eiieral A on Dor Goltz’s advise, informed the Entente that it is impossible to evacuate Latina before tbe latter part of September. Aleauwliile German troops continue to perpetrate outrages.
