LUDENDORFF’S PROMISE.

Von Hintze discloses that Ludendorff in mid-July 1918 emphatically promised a decisive victory by means of a fresh offensive. Nevertheless von Hintze attempted gradually to prepare peace, through Spanish and Dutch meditation, but Bulgaria’s defection frustrated it. The inclusion of Socialists in the Government and other liberal reforms was thereupon decided upon at the Supreme headquarters in conference. The Kaiser firstly approved of the reforms hut later owing to Herr Hertling’s influence, informed von Hintze that reforms and also peace could wait. Only the most urgent representations resulted in his signature in September to the decree inaugurated the Parliamentary system.
GETTING AT WEALTH. (Received This Day at 8 a.m.) BERLIN, July 26. In connection with the registration of individual fortunes, under Dr Erzberger’s indemnity raising scheme, it is announced that the German Government is now calling in all bank notes for stamping, and that unstamped notes will bo invalid.
