It is reported from Berlin by wireless that Herr Ebert issued an impassioned proclamation that the Government were heavy at heart, and under pressure of brute force had agreed to sign. All efforts must be directed to the fulfillment of the Treaty. Each unfulfilled obligation means an extension of the blockado. Government were in sympathy with the troops embitterment against delivering Germans to enemy courts,, but unless internal order is defended, a million instead of a few hundred will be endangered. Peace is impossible without the fulfillment of the Treaty. The signatures arc valueless without the co-operation of all. A delay by days may cost children years of slavery. The preservation of the Empire and the National Assembly'through the unity of the workers is the only light out of the Treaty’s darkness.
