Marshal Foch has left Paris to tour the army front. Le will remain at in Luxemburg in readinew to give the order to advance in the event of the Germans refusing to sign . WAVERING GERMANS.
TO SIGN OR NOT. (Received this day at 12.25 p.m) PARIS June /. A French semi-official report says the German Government as a whole, is now unwilling to sign but a large minority' under Herr Erzeberger is ready to construct a new Government, which will sign. ... Ricfhts'ofen one of the principal Democratic, leaders approves of the reconstruction. Rantzaif is willing to sign but his present position m the Government is not assured.
GERMAN COUNTER PROPOSALS
THE ALLIES REPLY

The Allies will publish the German counter proposal this evening and the Allies’ reply to-morrow. The latter states that directly the economic restrictions end, Germany will enjoy the same , advantages as other members of the League. The Allies amendments to the Treaty include the following.—Firstly. -Germany must submit within four months proposals regarding the amount of reparation and methods of payment. Secondly.—A plebiscite will be taken in Upper Silesia within eighteen months. . , Thirdly.-—Germany will be admitted to the League in the near future. Fourthly.—Negotiations will be opened immediately with a view to a general reduction of armaments. Fifthly.—Effectives in the German Army are to be limited to 200,000 for three years. '■>

The “Temps” Berlin correspondent reviewing the situation in Germany gays the contest is between two men, Erzeberger who invokes national unity and declares a refusal to sign the peace is theatrical and useless, bringing about the occupation of the country, disunion and ruin, claiming the peace treaty is not eternal, and Count Rantzau who heads the “Bluff it out school holding the Allies are powerless their armies'being demoralised by the strikes that are increasing. The socialists are attacking the treaty and refuse to sign. , The correspondent adds that the mob in Germany is compounded of fatigue and fatalism.
