The Belgians strongly protest against the suggestion that the German East Africa question ho solved so that Belgium will receive a mandate over only portion occupied by Belgian arms, and they point out that the solution contravenes tho principle of placing large and small nations on an equal footing. KAISER’S EXTRADITION. THE HAGUE, May 19. It is officially stated here that tho report that Holland would agree to the Kaiser’s extradition was a pure invention, and that the extradition question at present concerns only the German Government and the Entente.
