A GERMAN SCHEME. COPENHAGEN, April 25
The German Government has issued the draft of a constitution for another League of Nations, of which the belligerents and all neutrals who are parties to the Hague Convention are eligible for membership. The constitution provides for the reduction of armaments the internationalisation of all Straits and canals and the abolition of armed ships except those required for coastal defence and to act as the League police force.
JOINING GERMANY. LONDON, April 25
The German-Austrian Government have accepted the German Government invitation to send five members of the erman-Austrian National Consaitution Committee at Weimar.

A mob at Hamburg re-attempted to plunder food ships. A number of warships arrived and guns were placed in the streets leading to the harbour docks.
