AFFECTING IRELAND POLICE,

LONDON, April 20

In the House of Lords, Lord Birkenhead, moved the second reading of a “Criminal Injuries in Ireland Bill.” He said its object was to secure compensation for constables and other law officers injured on killed during the execution of thejr duty in the districts in which they were operating. He said that South Tipperary had been proclaimed by the Government as a military area. When this was done, the Sinn Feiners had issued a counter proclamation, declaring that a constable found within that area' would be deemed to have forfeited his life, and similarly all persons who were in England’s pay there, or were assisting Eng land there. These orders to the Irish Volmnteirs, together with the record of crime showed that a determined effort was necessary to protect—with England’s whole force—those responsible there, for the maintenance of law and order. If any such should fall, they should receive sufficient compensation.

The Bill was read by the Lords a second time.

By the British delegates the question of Dominion navies has further been discussed. The British would dike New Zealand to accept at least two cruisers of the “Sydney” class while Australia can have practically anything in the way of a new navy that she thinks she can afford.
