THE WHITLEY SYSTEM. EFFORT TO APPLY IT. Reuter's Telegrams. LONDON, Feb. 21. A conference of Goernment officials and representatives of a number of i trade unions is being held to discuss ! the application of the Whitely system | to Government establishments. The 1 Minister of Labour lias declared the Government is ready to apply the system, giving the workmen a sliaro in the management in all Government workshops and yards. The object of the scheme is to secure that grievances shall be handled immediately that they arise, thus preventing strikes and securing harmony in industry. , A committee, representing the Engineers, Shipbuilders and other trades has been apopinted to draft a constitution for proposed Whitely Councils.
LATE SIR. W. LAURIER. IMPRESSIVE FUNERAL. OTTAWA, February 22. Over thirty thousand people attended the funeral of Sir Wilfred Laurier. It was a State funeral. The body lay in State at the Dominion Parliament House.
Thousands of sleighs followed the cortege to the graveside. The Archbishop of Montreal and other Roman Catholic dignitaries officiated at the services and at the graveside.
CLKMENCEAU RECOVERING

M. Clemeueeau, the Premier, spent a si tort time in his garden yesterday. The doctors state that liis condition could not be better. They are satislied that although the wound is more serious than at first supposed, the bullet will not need to be extracted, but will probably be encysted without complications. The Premier slept for five hours and rose at 6 a .in. He dressed himself wont for a walk and breakfasted heartily. he is improving hourly.
