The United Press Paris correspondent says it understood the American Peace Delegation favours preliminary discussions' 3 in which Mr Wilson and a single delegate from France, England and Italy will formulate a series of proposals which would be submitted to debate by the full delegations of the AUios. It is reported some Entente delegates propose that full Delegation of the United States, Britain, Fiance, Italy and ou o Representation of Japan draw up a treaty which would be submitted to the other Allied natioas for signature. LONDON December 16. Tho New York “World’s” correspondent states it is pointed out that at a recent meeting between Orlando (Italy), and Premier Clemenceau (France), and Hon. Lloyd George (Britain), at London, the Entente decided to demand three points at the Peace Conference mainly: Punishment of the Kaiser and other Controllers of evildoers. Indemnity to Germany’s limit of capacity to pay; , And that the German colonies should not be returned. AN AMERICAN OPINION NEW YORK, December 15. At New York on the 15th, Babington Smith, in a speech reviewed the activities of British Missions to United States and said the most powerful instrument and surest guarantee for a vast and juit reconstruction of the world which will be affected by the Treaty of Peace, will be found in ih© maintenance of the confidence and trust existing between the British Empire and United States, France and the other Allies. THE BRITISH DELEGATION LONDON, Dec. 16. It is expected that Messrs Lloyd George, Bonar Law, and Balfour,_ and other Ministers will depart for Paris on the 21st for the Peace Conference. OPENING NEW YEAR’S DAY - . LONDON, Dec. 16. The Peace Conference will probably open at Versailles on the Ist of January.
