THE HAGUE, December 1 ■ Sneaking in the Lower Chamber of the 1 Holland parliament, the Prime Minister of Holland made a statemen indicative of the attitude towards «U Kaiser’s presence in Holland a °P by tlie Government. The Netherlands Covetnment could adopt no line of conduce except that of granting the right of a sanctuary, and of accepting it as a fact accomplished. The Government must repudiate every effort made to see in this step an unneutral attitude on Holland’s part. .
