ELECTION SPEECH. (Received this day at 10.10 a.in.) LONDON, Dee. 8. Mr. Civues in a speech at Rochdale said the real distaste for an election was country wide. It was a mockery franchise to put on the register, soldiers hundreds of miles from home, who wore not acquainted with the candidates, circumstances or questions in the conflict. Whatever the result of the contest, Government could not bo supported by a moral lasting force.
