JAPAN'S PEACE DELEGATES.

The “New York Times” Washington correspondent has learned from official circles that the Japanese peace delegation will be composed of Marquis Saijji, Baron Matinoi, Viscount C-hi-rningda, and M. Matsiui. RUSSIA AT PEACE- CONFERENCE (Received This Dav at 9.50. a.m.) NEW YORK December 2. The New York Times Washington correspondent states M. Bakhinctoff, the Russian Ambassador, announces ho will leave for France in order to participate in the conference. Russian diplomats will discuss the proper representation of Russia at the Peace Conference.
