president Wilson; before Congress formally announced his intention to visit Paris and the. meetings of the Peace Conference, owing to the Allies having adopted his twelve points. He would keep a close touch by cable and wireless with the events at home. The French and British Governments had removed all restrictions of the tiausmission of news of the Peace Lonfeience to America . United States had taken over the American system, in order to make a unified system available. Mr Wilson asked for Congressional co-operation. He devoted the larger part of his address to the United States railway problem, declaring it would not serve the country to allow the lines to return to old conditions without modification. Mr Wilson was ready to release railways fiom Government control if a satisfactoiy plan of readjustment was worked out. He hoped to see a formal declaration of peace by the spring. SHIPBUILDING. (Received this day at 11.25 a.m.) WASHINGTON, Dec. 2. Mr Wilson said United States was providing a naval building programme extending over three years. WASHINGTON December 2. Mr Wilson added that the treaty who ought to be pan-American ratted, in order to promote improvement i?i relations. The three year naval programme must be consummated American raw material, including food stuffs must be supplied in large measures to the war stricken areas.
