The Grand Duchess of Luxemburg asks President Wilson to protect the Duchy against the dangers incidental to German demobilisation and to safeguard its rights as a free independent email nation when the Peace Conference meets.
President Wilson has referred the request to Versailles.

WASHINGTON, Nov. 26
Mr. Daniels, referring to the suggestion that the German Navy may be sunk owing to difficulties of dividing it should the Allies retain it, says that no suggestion was made by the United States to that effect. He did not think that such a course was likely. If the navy was partitioned the United States share would be only one destroyer and one armoured cruiser, Britain Franco, and Italy, getting the major shares.
SUBMARINES NOT ARRIVED.

Fourteen German submarines that were expected at Harwich to-day have not arrived. A wireless message received from Kiel stated they would arrive on Wednesday.
