M. Bertheloy, Professor of Public Law, at the Paris University, writing to “Le .Matin” on the question of the extradition of the ex-Kaiser, says:—“The atrocities carried out by the Kaiser’s orders are condemned alike by intei national law and by common law, Hence, the Kaiser may be extradicted.”

It is understood that Holland takes the view that extradition laws do not apply to Kaiser Wilhelm, as he is nut a Dutch or Entente subject.
