GERMANY WITHIN.

A SOCIALIST INTERVIEWED

(United Service Telegrams.)

NEW YORK, Nov. 2(3

Mr Doseh Fleurot, telegraphing from lierlin, via Copenhagen states that he has interviewed Herr Phillip Scheidemann, (the Socialist leader), who said that a German National Assembly would probobly be called in February. “We would call it sooner,” he said, “if it wore technically possible, in older that the whole world may understand ami appreciate our determination and sincere purpose to establish democracy in Germany. Wc not’d several weeks to register the voters and construct election machinery. Therefore we are unable to fix the date for the holding of a National Assembly. ! understand why the rest of the world doubts our ability to carry out our plan for a National Assembly, but only a national catastrophe. such as famine, can prevent it. Ninety-live per com. of the German people clamour for a constitutional assembly. Only a few small groups wish for class rule. Bolshevism won’t come in Germany if work and food an' obtainale. Germany’s temper is not Bolshevistic,. but famine may destroy the resistance thereto, which already has been weakened seriously. If Germany becomes Bolshevistic, she will constit He ;i menace to other lands. Ihe danger can be averted, if we have food. If America wishes to help Germany to establish herself as a firm democracy, and to avoid proletarianism or autocracy then you must give us food immediately.” ‘
