NEW YORK, Nov. 21. The Chicago “News” states that before the Peace Conference is convened the Allies must be in agreement on the following points : 1. Shall the Conference he open oi secret? . . 2. Equality and economic treatment to all nations. 3. League of Nations with reduction or armament. Thereafter the Conference will proceed with the discussion of all the remaining questions, including the disposition of territory on west hank in the Rhine. Future status of German e 4onios. Shall the small states he encouraged to federalise.. New botindaiies of restored nationalities. How restoration and indemnities are to he affected.

The United Press Tokio correspondent states that tho Japanese Press declares that Japan and China should bring up the race question at the Peace Conference for the purpose of abolishing all forms of race discrimination (liroughout tho world.
