THE NEW WURTEMBURC CONSTITUTION.

COPENHAGEN, Nov. 11

The King of Wurtemburg in a proclamation states:—“The new Cabinet will hold an election on secret and equal suffrage after which a convention will give the State a now democratic constitution. My person will never be a bindranee, to the development desired by tlie people.” The Dusseldorlf Soviet, in a proclaim! lion, states that public security and order will be maintained by the police, and plunderers and thieves will he shot. It appears that the DusseldurfF revolution was bloodless. At Dresden the civilian authorities are co-operating with the S»vi«t. In Berlin the Soldiers’ Council has issued a proclamation announcing it has taken over the military administration.

THE REVOLUTION

AMSTERDAM. Nov. 11

Telegrams from Berlin show that the revolution is hourly gaining momentum. The whole of Prussia is now involved, and Bavaria, Saxony a, ml Baden have been proclaimed republics. Scores of big towns are in the hands of the revolutionaries, mostly gai.ii. d withoiu bloodshed, as tiio troops quickly threw in their lot with the rebels. It is now established that the primary outbreak at Kiel was due to an •mler to certain warships to put to sea. The sailors and stokers believed that Uiis meant that the fleet had been ordered out to commit “kiri kiri” at the hands of the British Navy.

The revolt soon' assumed a political character the rebels demanding control f all the public services and industries, an eight hours working day, and State support for all unemployed and needy people. The revolutionaries everywhere are licking oil' the German eagle from their helmets. Anyone refusing to remove rile eagle risked being shot- It is also strictly prohibited to wear the Iron Cross.

AMSTERDAM November 13.

The Berlin Soviet owing to fighting has declared martial law. It has abolished the censorship. It has proclaimed an amnesty and has fixed maximum 8-11011 r working day as from January Ist.

The Eastern and Western High Commands have'placed themselves at the disposal of the Soviet*. A Soldiers’ Council lias been formed in Antwerp and the soldiers formed a Soviet at the front. AMSTERDAM November 13.

The balance of power in Germany as between Herr Ebart’s moderates and Herr Haase’s extremists is a delicate one. Already the Independent .Socialists are demanding a cessation of dealings with the bourgeois and are raising the cry of a- counter revolution. The toss of life in the recent outbreaks was apparently trifling. Some nests of officers are still hiding in sewers.

A provisional government, comprising all parties at Karlsruhe, proclaimed that ißaden will remain part of the German Empire.
